This measure aims to make homes less energy-intensive by allowing homeowners to make improvements to their homes on preferential terms. All private owners are eligible , without means test, but provided that the dwelling (they live or rent) is a main residence and that it was built before 1 January 1990 in mainland France (or that the building permit was filed before May 1, 2010 in the DOM).   • standardization of the duration of all PTZs to 15 years.

It is the insulation work and thermal renovation of the house that can qualify for this loan without interest, according to three possibilities:

  • Realization of a “work package”

It is a set of coherent works whose simultaneous realization brings a significant improvement of the energy efficiency of housing. The work is carried out in at least two of the following categories : – roof insulation, – exterior wall insulation, – replacement of windows and / or doors to the outside, – replacement of a heating or a water heater, – installation of a heating system using renewable energies, – installation of a water heater using renewable energies.

  • Attaining a minimum “overall energy performance”

The work is carried out following a thermal study (cost: between 1,000 and 2,500 $). If it offers work that substantially improves energy performance, then it opens the right to a zero interest loan. However, the building here must have been built after January 1, 1948.

  • Rehabilitation of a non-collective sanitation system by a device that consumes no energy.

The eco-PTZ can finance the following expenses related to the financed works:

  • supply and installation of new works,

  • induced indissociable work,

  • the costs of project management,

  • the possible costs of insurance.

To benefit from the eco-loan at zero rate, it is necessary to have the work carried out by a company with the qualification “recognized guarantor of the environment” (RGE). This obligation applies to loan offers issued since 1 September 2014. In the Dom, this measure has been applicable since 1 October 2015.

If the energy saving works are carried out by a professional or a company that does not have this qualification “RGE”, the work will not be eligible for public support of the eco-loan at zero rate.

To benefit from the quality system “RGE”, the building professional must have a professional qualification, demonstrate its competence in energy efficiency and submit to controls.

The maximum loan term is 10 years. This duration can be extended to 15 years (since the Finance Act for 2012) for the heaviest renovation work (for example a bunch of three work operations out of the six possible categories). The maximum amount is $ 30,000. For sanitation rehabilitation works, the eco-PTZ ceiling is $ 10,000.

Since July 1, 2016, it is possible to obtain a second loan for the same dwelling. This additional loan must finance other work corresponding to at least one of the actions of the work package. The sum of the two loans must not exceed $ 30,000.

The works financed must be completed within a maximum of two years from the date of issue of the loan offer.

The eco-PTZ can be combined with the non-means-tested energy transition tax credit (ISCED).
